Metro Manila (CNN Philippines, June 17) — The alleged dumping of poll materials in a vacant lot in Cavite last month did not point to any fraudulent activity, according to the probe findings of the Commission on Elections (Comelec) released on Friday.
The poll body said the incident is not a cause for alarm and was merely a result of a “miscommunication” between a custodian of the school where the items came from and an employee of Comelec’s logistics contractor, F2 Logistics.
Days after the May 9 elections, a concerned citizen posted on Facebook some photos and a video of election materials seen in an open area in Amadeo, Cavite.
According to Commissioner Aimee Ferolino, investigation showed the F2 employee — who was only supposed to retrieve vote-counting machines — also took with him the other items after being instructed by the school employee to get everything.
The election materials in question were either used or excess, such as indelible ink, stamp pads, bond papers, non-accountable forms, ballot secrecy folders and envelopes, said the Ferolino-led Comelec packing and shipping committee (PSC).
“None of the items were considered cause for alarm or used for fraud or similar activities as may have been alleged in the FB post,” read the report of the PSC which probed the matter.
Upon realizing his mistake, Comelec said the F2 employee temporarily unloaded the items in the company’s parking area in Amadeo town while he sought clarification where to deliver them.
“The area where the election materials were found is in fact a parking area of F2 Logistics vehicles, and [...] the subject items were all accounted for as having been presented to and inspected by the PSC investigators,” Ferolino said.
The items were later brought to the F2 Logistics headquarters in Parañaque City, where they are stored until now, she added.
In a separate statement, acting Comelec spokesperson Rex Laudiangco said they didn’t find any probable cause to file charges for election offense.
As to F2’s compliance to its contractual obligations, however, Laudiangco said evaluation is still ongoing.
